Everything else — magnets, program choice, out-of-zone transfers — runs through the CMS School Choice lottery, which opens each winter for the following school year. CMS is North Carolina's largest district (roughly 144,000 students across 186 schools), and quality varies sharply by attendance zone, which is why relocating families need to understand this system before choosing an address, not after.

The School Choice lottery: magnets and program options

The lottery lets you apply to up to three schools or programs beyond your home school. Priorities that matter: siblings already in the program, living inside the school's transportation zone, and socioeconomic-status tiers CMS uses to balance seats (based on your home address). You must register your student with CMS first to get a student ID before applying. Applications open in winter for the following fall — miss the window and you're on waitlists.
